Rules for reading Net Surveil and for running a volunteer probe.

Agreement
These terms are between you and Payam Foundation, a non-profit in the United Kingdom that runs Net Surveil.
Using this website, downloading a probe, or running a probe means you accept these Terms and our Privacy Policy. If you do not agree, do not use the site or the probe.
What Net Surveil is
Net Surveil is an internet disruption observatory. It publishes connectivity and censorship scores, incidents, and charts for anyone who wants to understand network conditions.
Those outputs are measurement signals, not court findings or legal advice.
Acceptable use
You may read the site, use the RSS feeds, and cite published material with normal attribution, for lawful purposes.
You must not:
- Attack, overload, or try to break into the site or our systems
- Use a probe to harm networks or services
- Use a probe to track or target people beyond ordinary network measurement
- Feed us fake, spoofed, or manipulated probe data meant to skew scores or incidents
- Present our scores as more certain than the Methodology allows
- Break the law where you are
If you run a probe, you are responsible for doing so lawfully on the device and network you use.
Volunteer probes
Probes are optional. You control the device. You can reset the client to clear local keys.
We may refuse a registration, suspend or disable a probe, ignore its pulses, or remove it from scoring if we believe it is abusive, unsafe, feeding fake or manipulated data, or otherwise harming the integrity of the observatory. We do not have to explain that decision in detail, and we do not guarantee that every pulse will be accepted or will change a published score.
The probe software is provided as-is. Running measurement software inside a restricted network can carry personal or legal risk. Decide that for yourself before you install. Overview: Probes.
Ownership
The Net Surveil name, logo, site design, and our own writing (including methodology text) belong to Payam Foundation or its licensors. You may quote and link for research and news with clear attribution, unless a separate licence says otherwise.
Raw feeds from third parties stay subject to those providers' rules. Everything we process, store, aggregate, and publish as Net Surveil results (including probe telemetry once submitted, scores, incidents, charts, and related datasets) is owned by us.
You keep your hardware and any keys on your device. Submitting pulses does not give you ownership of the observatory outputs built from them.
Disclaimers
The site and probe software come with no warranties, to the fullest extent the law allows. Scores and incidents can be late, thin, or wrong. Read the evidence on country pages and the methodology before treating any single number as decisive.
Liability
To the fullest extent allowed by the laws of England and Wales, Payam Foundation and the people who help run Net Surveil are not liable for indirect or consequential losses, or for loss of data, profits, or goodwill, from your use of the site or a probe.
Nothing here removes liability the law will not let us remove (for example death or personal injury caused by negligence, or fraud).
If you misuse the service
If you misuse a probe or the site in breach of these Terms, you agree to cover reasonable losses and claims that follow from that misuse, to the extent the law allows.
Governing law
These Terms follow the laws of England and Wales. Courts there have exclusive jurisdiction, without cutting across any mandatory rights you have where you live.
Changes
We may update these Terms. The date at the top will change when we do. Keep using the site or a probe after a change and you accept the new version. Contact: [email protected].
